That is literally what the OP is asking for. Have the original versions of the raids available, and then as more content gets released, offer up the nerfed versions. Staggering content within a single patch. Assuming they have the data available from all the TBC patches, changing the HP and damage values of pve content would not be terribly complicated and would only require minimal developer input and testing.
The number of people who want to see the content as it was during its original release far outweigh the number of people who will religiously defend nochanges while shooting the game in the foot.
